The problem lies in implementation. Around 10 years ago, there was talk of property tax for individual flat owners. This has not been done so far. The database of the land records & registration departments must be linked to reflect changes in ownership immediately. At the time of issuing property cards, a problem may arise over documents expected from flat owners & transactions during the transitory period, & issues of legal heirs & encumbrances.
